Unfilled posts will remain on the next shift review until coverage is confirmed.
Departments must distinguish open vacancies, accepted offers awaiting arrival and workers still in supervised instruction.
A name on an appointment list does not yet provide shift coverage. The next review must show whether a worker has arrived, completed the required instruction and been assigned to the duty concerned. Supervisors must remain visible in the training allocation rather than being counted twice.
Services continue to need new workers and experienced people able to teach them. Departments should bring unresolved accommodation, travel and shift arrangements to the review alongside their vacancies. Repeating a request for more staff will not settle an accepted offer that still has no workable arrival plan.
